I've never bought into the idea that the Devils were going to be a big buyer this year unless it was a long term solution to their goaltending. I think a lot of people here were, pie in the sky, looking at the Devils system and salivating at the possibilities for moves. Ignoring the fact that A) Goalies never get big returns even when they're really good; and B) the Devils never had any reason to go all-in this year.

How does that affect the league? Reaves hasn't been in the lineup. All the Leafs have done is to pay one extra NHL salary (which they had the cap room to do) instead of shuttling waiver-exempt players back and forth to the minors.
The worst you can say is that by keeping him on IR, the Leafs have avoided putting Reaves on waivers and giving other teams a chance to take him off their hands. But does any other team really want Ryan Reaves enough to pay him for three seasons?
The whole situation says ‘nothingburger’ to me.

They obviously do as teams game the system to gain a roster spots, the PA will certainly be interested too if guys are being held out of games for no reason
We have a playing coming out and publicly saying a team is abusing the system and its no big deal to you because "nobody wants him"
what about that nobody that just signed him to a 3 year multi million dollar deal? Bottom line the league turns a blind eye to these things

It doesn't affect the league in this situation because the Leafs so have the cap room to do it but what happens when a team doesn't have the cap room and keeps a guy on IR because the rookie they brought up is killing it and they would rather have him instead of having to send him down for a guy they don't really want anymore? Are we ok if a guy is not working out out you can just put him on IR to open up a roster spot? That is the problem.

I wouldn't mind RR on the Flames 4th line for 2 rebuilding/retooling years

So the problem is not with this situation, but with a different situation that, at this point, is still hypothetical. And the specific problem is with a team not having cap room, so it is, in fact, about cap circumvention, which is not happening in this case.
None of this makes the Leafs guilty of any wrongdoing.

I never saw any rumours that the Flames were interested but it's possible I missed it. There was at least one poster who is/was pretty high on him. I don't know if he would have been a good pickup for the Flames but as it was suggested as a return for Lindholm and/or Tanev (I think), that would have been pretty devastating to have the return become virtually useless so soon afterward.

It was me that was keen on McLeod. WJC stuff wasn't a consideration until something came of it.
From a pure hockey skillset perspective I'd still try and acquire someone similar. RHS, Center , great skating speed, rock solid 200ft game paired with some record breaking faceoff percentages this season.
There weren't rumors on the Flames end but there were rumors from the NJ end linking McLeod and CGY.
And I wasn't championing McLeod as the primary piece in return, a secondary piece, yes.
Either way, it's all moot now as there's more pressing things with the WJC to put in front.
