Unless Wotherspoon somehow plays 44 NHL games this season, he will become an group 6 UFA at the end of this season.
He will get his fresh start one way or another if he wants it.

If they are called back up at some point in the season, do they again have to clear waivers to be sent down? Or is it one of those things you only have to do once a season?

They have to clear waivers again if they stay on the NHL roster for 30 days or play 10 NHL games.
And that is cumulative over multiple call ups. For example callup 1 they spend 7 days on roster then callup 2 they spend 24 days on roster, they would need to clear waivers again.

But why? Do you think he would have a better opportunity elsewhere?
I get the fresh start thing but he's had how many camps where there was a spot open and he just hasn't grabbed it.

From what I understand for emergency callups it is only 10 (cumulative) games played before needing waivers again. The days on roster requirement is dropped. And the 10 games while on emergency recall does not include any games played while on a previous regular recall

Wotherspoon has had more opportunity than any Flames draft pick that I can remember and drops the ball every time.
You'd think he would go all out and try to prove he belongs but just seems complacent like a veteran who has his spot locked up and is just trying to get by pre season without being injured.

This seems like a silly misconception.
Wotherspoon has gotten to a point in professional hockey where very, very few get to.
Do you think he's not out there giving everything he has? Effort isn't an issue. There's a lot that goes into getting to the level Spooner has gotten too - and it's silly of you to discredit his inability to summit the mountain known as the NHL by chalking it up to "dropping the ball" or not going "all out".
Sometimes, the skill just isn't there - and sometimes, it just takes longer to develop.
