I think this is an important difference. The Harper muzzling was just to the media. I believe they could still publish their work in scientific journals. Harper did cancel the long form census which was brutal from a data point of view.
But restricting law makers access to data of what's going on ends any hope of effective legislation.

I still don't believe he gives a flying eff about abortion or "the wall" (he loves cheap labour, after all) but here they are.

These executive orders are over-reaching. If you review Obama's executive orders the majority of them were designed to improve the human condition. So far Trump's have been ideological horse####.
