I would guess CC is referring to about 200 civil servants in the DoD being forced to sign lifetime NDA's over the fighter jet replacement plan:

The only link I can find regarding muzzling Immigration officials goes back to The Rebel, so is considered debunked by default.
I did find a story indicating that scientists are still largely muzzled under Trudeau, however:

Since I don't follow the Rebel, I know I got the immigration story elsewhere.
Anyone who doesn't think that Justin is as secretive if not more secretive the Harper is fooling themselves. You just have to look at the PMO actions on this whole vacation thing and on his vacation last year where they redacted the passenger manifest on the plane.

Trump is preventing departments from talking with everyone, in luring members of congress, which is crazy considering that is where congress gets their information to make decisions. Is that what Trudeau did as well, effectively breaking the function of government? This is exactly was authoritarians do.
