Does anyone know if the water table replenishes at all?
I would hope it does, otherwise a city/region basically has a shelf life.
From what I read, a sewage treatment plant dispenses clean water, so if you put a water pump next to a sewage treatment plant you'll always have water.

Had mine about one road grid square over and the water pumps went bone dry. Guess it has to be right next to it.

How to get a refund on your Digital SimCity purchase
Ok, so this is going to be kind of long, but hopefully I can provide enough information so people aren't going around from site to site, to figure out how to get a refund.
First I should say this: if you enjoy SimCity, and have the patience to put up with these issues, then by all means stay with it. It's your choice as a consumer. But I've been burned a few times (see Diablo 3), and I vowed I wouldn't allow it to happen again.
EA / Maxis / Origin KNEW the pre-order numbers. They KNEW the popularity of the game. As well, given the amount of hype, and how long it's been since a new SimCity title came out, they should have been prepared for this.
To all the "fan-boi" haters out there ("give it some time." "games like this take weeks to stabilize.") NO. I PAID for a product that didn't work as advertised and I was expecting it to work. EA / Maxis / Origin don't get a free pass because it's a game and "these things happen." The gaming community needs to stand up and say enough is enough. Why should BUY a game on this date, but not be able to use it? That would be like buying a car, but then having to park it in the drive way for a couple weeks. You paid, so you should be able to use the product as advertised. I should add that this is in no way directed at any particular person. Just a general rant based on what I have seen on several forums. I know most of CP is upset over all of this.
Click on LOGIN up in the top right hand corner. Don't click the blue login square.
You may need to reload the screen. When you do, your login name and info should be in the top right hand corner of the screen.
Enter the game name SimCity, then select Billing/Purchasing
You can then choose the Call Me or Live Chat options.
Select Live Chat.
Anyway, here is my chat log. I waited approx 45 minutes for the online chat person. I also called. I got the online rep first. I was transferred around 3 times by the phone people. Probably better to do the online thing.
Spoiler!
You are now ready to chat with Haninder.
Haninder: Thanks for contacting EA Help! My name is Haninder how may I help you?
you: Hi Haninder. I'm actually on hold...still, after being transfered to Origin. But can you help me, since I have you here now?
Haninder: I'll do my best to help you out.
Haninder: May I know what problem you are facing?
you: I'd like a refund of the SimCity Deluxe game.
Haninder: Okay, If you don't mind, may I know why you want refund?
you: The game is not working as advertised. I can not connect to servers and play with my friends. I can respect that you are having server difficulties, but I am very unhappy with this overall launch, and would like my money back. I have gone through all of the FAQs, and support websites, but I'm still having issues. It's coming from your end. I paid for a product that doesn't work, and I would like my money back.
you: As well, many of my friends have already quit and got their refunds.
Haninder: I can totally understand this and I know this is really disappointing after investing so much money and we are aware of this and this is temporary issue and our experts are working on it to fix it and soon it will be fixed.
you: While I can appreciate that your team is busy working on the issue, I am an unhappy customer and would like my money back. I have gone to the link you gave, but this is a server issue, on your end. I no longer wish to play your
game due to the bad experience. I would like my money back.
Haninder: Okay, I will try my best to issue you refund, may I have your order number?
you: ***********
Haninder: Thanks. Would you mind holding for a minute or two while I retrieve your order in our database?
you: Yes, that is fine.
Haninder: Thanks
<approx 5 minute wait>
Haninder: Thanks for waiting. Can you please verify your billing address and answer of your this security question: **********? for verification process?
you: ********************************************
Haninder: Thanks for verifying it. May I please put your chat on hold for a minute to issue you refund?
you: No problem. and thank you.
Haninder: You're welcome and thanks.
<approx 5 minute wait>
Haninder: Thanks for waiting. I have issued refund and this is Refund number ********* has been created for this transaction in the amount of $83.99 and within 5-10 business days you will get back the amount on your paypal account.
you: I paid on my Mastercard.
you: I don't have a Paypal account.
Haninder: Oh, I am sorry, yes you will get the amount on your card.
Haninder: *typo mistake.
you: Thanks for clearing that up.
Haninder: You're most welcome.
Haninder: Thank you for contacting EA. Is there anything else I can help you with today?
you: No. You've been very helpful, and I appreciate that. Thank you for listening and processing the refund. Should I just go ahead and uninstall the game now? Will I receive an email confirmation of the refund?
Haninder: Yes, shortly you will receive the confirmation email on your email and you can un-install the game.
you: Ok. I'll wait for the email. I appreciate all your help Haninder.
Haninder: It was my pleasure to help you today.
Haninder: If you need help with anything else, please feel free to contact us anytime!
Haninder: Thank you for contacting EA. I appreciate your time. Have a great day.
Haninder: Take care and bye
Haninder: You may now end the chat by clicking on "end chat" option on your chat window.
You have the option of printing or email the chat log. I printed mine to PDF. I would recommend you do this.
Anyway, that was pretty painless, except for the wait. I hope this helps anyone else that is looking for a refund.
I'll be check this thread to see how all your experiences are going. As well, if I have any issues with the refund, I'll let you guys know.
Sorry guys, but I just won't put up with crap like this. As a consumer, your biggest voice is your wallet.
ps. To Nehkara, I'm sorry dude. I don't blame you one bit for all this. You've been awesome providing so much information and help. I do appreciate it.

I'm not sure if you forgot the green text or whatever, but this is just a dumb statement.
I made it quite clear why my reasons for wanting a refund. I don't think it was unreasonable and it was quite simple: I didn't get the product that was sold to me. It doesn't work as advertised. Give me my money back.
Elements of the game were fun...when you could connect.
Who knows. Maybe I'll pick it up again, if things get resolved. But that's a big maybe.

i'm lazy, and i know that i'll be playing SimCity in the future when they get their #### sorted out, so i'm not bothering to get a refund. however i appreciate all those that do, because game companies need to see consequences for releasing broken products when they should have all the information they need beforehand to design a smooth launch. EA went through this same thing before with Battlefield 3, the first Origin exclusive title. and instead of learning from those mistakes and improving the service, it actually got worse with the SimCity release. they really do deserve all the hate that they get

Glad that the refund process wasn't all that painful for you. Can only hope this game develops to the point of making you regret your refund but we'll have to wait and see.

Meh. The product wasn't broken. All 3 beta's worked butter smooth for me.
What was broken was the server support, which happens nearly every time a popular online-only game is released.
It's just like all the Diablo uproar. There were 3 betas, you knew what the game was, if you didn't get a refund based on the game play that you had time to experience, and instead got it because of server issues,
What does that have to do with it? I played maybe 2 hours of the beta. There weren't nearly any of the problems we are seeing today. Ie: server.

I honestly hope that it develops to that point. But I have to use my wallet as my voice and make a point. Yes, I'm a small percentage of the overall community, but hopefully EA / Maxis / Origin takes notice.

Welcome to the internet.
That's the problem though. Why is this an industry-accepted standard? Apathy is way worse than being a "quitter".
I'm currently torn because I like the game that Maxis made, but despise the EA servers it's running on. I think I'll end up keeping the game, but never buying another EA product again. Not brand new anyway.

It's been happening for over 10 years, and everyone says "OH ILL VOTE WITH MY WALLET THAT WILL WORK" and it never does.
Apathy? Sure, but only towards game companies for the first week of launch on a popular online-only title.
I played the beta, but didn't buy the product (yet). My impressesion is that even if you played in the beta and understand how this game differs from the previous versions, you still are not able to play. The game has been out 4 days now? And this thread is still filled with people who cannot log into play.

That's a pretty specific form of apathy.
I think I can do it hahah. Prior to this, I actually haven't paid for a new EA game since NHL 11. I was already sick of all the useless paid content of EA sports games. Now I just need to add all EA games to that list in general.
And yeah Diablo launch wasn't great, but still significantly better than this. I was still able to play a significant amount in the first week of release. So far I've maybe gotten in 30 mins of SC.
