Depends on what you're used to.  I'm a prairie boy and have lived all over the west.  I'm used to all the snow and mess that comes with it, but I absolutely hate the dreariness of Vancouver. I totally agree.
 
The main thing that would stop me from living in BC is just the lack of sun. I remember visiting a buddy in Victoria for reading week a couple years ago, and not seeing the sun once the entire time. It was depressing. For me, -10 with sun or snow beats +3 and rain/cloud any time.

That being said, it saddens me to think that most people down here (of all ages) just consider Florida a place to go to escape snow. You very rarely hear "Oh, I love the wildlife, I love checking out the swampland and the scrub". 
It's all "Oh thank God I'm not up north with those fools shoveling snow." 
No one is going to brag about our educational system, or how wonderful the people here are.  
Yet when anyone says they want to leave here, the general consensus is "Why? You're crazy!" 
As far as the weather goes, these folks won't act so smug when we get a Cat4 hurricane or something, and property values slide even lower.
  
With that, I'm off to look for some gators. The wildlife/nature is what I love about this place.  
And I've been told that if I went to Van I would never come back here.

I'm pretty sure that the cabbies can wash their cars indoors.  They also wash their vehicles frequently when it's sloppy outside.
 
For me personally, what's the point in spending a lot of time/money washing a vehicle that will be dirty again within 30 minutes? Actually, I think thats exactly what they do. I dont have heated parking, so if I wash my car, not only will it be dirty again the moment I leave the car wash, but the doors and likely the locks will be frozen in no time.
