Has anyone re-entered the draft due to going unsigned by their club, similar to what happened to Matt Lombardi way back when? Anyone to look out for?

I would call that significant improvement.
EDIT: If ISS had Jankowski at 55, then the fact that Hockey News ranked him at 21 a year later is pretty big.

I fully agree, that is also when age difference really matters. When they say he would be a top ten in the next draft, grab him early and let him develop for the year
