Mine actually is very friendly. He is 25-pounds of wants to be your friend! He is however also a bit of a lunatic and unless we're in an enclosed off-leash park I don't trust him off-leash one bit.
I leash him up for the 10 feet from my office to my car.

You know where else isn't off leash? Sidewalks in residential areas. You wouldn't think people need to be told that, but they do.

I've been training my dog to knock over cyclists on the sidewalk. He's only 25 pounds but he gets a full strip of bacon for every one he brings down.
The last one got a full on face-bath...post Bacon. That can't have been pleasant.
The children are the funniest except for those little cheating bastards with their little cheaty cheating wheels on the side!
He's a small dog! How is he supposed to knock over something that sturdy??
Oh. And make kids wear a helmet.

As someone who lives across a greenspace with a playground it is absolutely annoying seeing dog owners treat it like an off leash park. Every couple days I see a kid not come down the slide because they're obviously scared of the dog.
Sure 99.9% of dogs aren't just going to attack that kid but that kid doesn't know that. And again, it's not an off leash area. Keep your mutt on a leash.

I think it's generational. I remember my dad making jokes like that.

I was in an off leash area with my dog right adjacent to Fish Creek. Delineation between off leash and on leash is very clear. My dog was in puppy phase (< year) and couldn't read yet. He also loves saying hi to people. Even at less than a year he was probably 80 lbs. He saw a couple walking on the path (leash zone) and took off like a bullet to say hello. I can't run as fast as him, but did my best. I realize for a lot of people this dog heading at you full speed could be terrifying. He got there and very enthusiastically said hi. They had every right to be pissed. But, they weren't. They were nice and understanding. With age and work, he doesn't do that anymore.
I guess my point is not all dog owners are ####ing useless, but sometimes #### happens.
