Yeah just because it may be hard to enforce a cellphone ban is no reason not to implement it. Seatbelt laws may be hard to enforce but I got one on deerfoot one day way back, actually I had 2 seatbelt tickets before I started to just wear it.
One person one ticket at a time we can stop peopl from talking/texting while driving.
It reminds of the story a few months back of a guy who got a cellphone ticket and he said he was just warming up his ear. He fought the ticket and won after his phone records didn't show any calls at that time.

I could get behind this. They could even set up in the same way for photo radar and just start taking photos of drivers coming at them for proof when they pull somebody over.

When I was living in Toronto during the lockout year, I was crossing the street at Younge and Bloor and some soccer-mom on her phone took a corner against the pedestrian light and nearly killed me.
So I jumped on the hood of her car, smashed it in thoroughly while screaming at her to get off her effing phone.
Then I ran like hell.

Oh man, been there done that, it's worse when you're the passenger and they're passing on the right because you're the first one they see when they look over to give you guys the stink eye. You can't look back over because of the shame you feel.

Ha ha, that is so true. You just kind of look forward or downwards to hide the shame. I hate it when I ride in cars that do this.
