Sometimes the process of RFA/UFA negotiations stinks. You back up the Brinks truck for Frolik because he scored 19 goals for the Jets. Then you nickel and dime Bouma because he scored 16 goals for the Flames.

I agree with you, but unfortunately we are in the business of maximizing assets. Obviously, lower contracts give managers more flexibility in regards to the cap. A flexibility the Flames might really need next summer, especially because it will involve locking and setting the core of this team for the next few years.
The need to resign/move Hudler, Monahan, Gaudreau, Giordano, Russelle, and the goaltending tandem will involve a lot of work and more importantly raises. The work will involve asset exchange one way or the other, be it trades or replacing some of the players internally. That is why in my opinion the Flames would actually prefer a 2 year deal, at a lower cap number, creating one more potential asset.
That said, I absolutely love Bouma, and what he brings. On the other hand, I used to love players like Glencross and Bourque the same way*; and the return for them at the time even more.
* I realize that they contributed in different ways than Bouma

I like Ferland a lot ... but based on the first 20 NHL games Baertschi should have had the #1 LW scoring spot locked up when Johnny Hockey was ready to be a Flame.

Ferland has shown FAR more offensively in the WHL and AHL than Bouma ever did. Bouma has last year, and that's it (as far as besting Ferland offensively at any level). We can compare Ferland to Bouma's 14/15 season after the 16/17 season as now it wouldn't be fair with Ferland being 2 years younger. I would be willing to take the bet that Ferland outscores Bouma over the next two years. He has softer hands and is much more patient than Bouma when he has the puck IMO. The discrepancy in their skill will become obvious after Ferland gets the chances Bouma has had over the last couple of years.

... in the lockout shortened season. Clutterbuck has scored more than 10 goals 5 times. He's also got a junior career that leads us to believe he can score

Ferland had a hot streak for about 10 AHL games... might have done better but got hurt. Last year 15 pts in 32 games.
Juniors Ferland was on a line with Mark Stone...
In 2009-10 Bouma lost the last 13 games of the season to a partially torn MCL and then played all 16 of the Giants playoff games putting up 17 pts.... third best on the team.
Hard for Bouma to put up points in the AHL as he spent so little time there.

No, the Flames are in the business of an entertainment organization that aims to win the Stanley Cup. You don't get there by constantly trying to maximize assets because the profit you could potentially make off of unloading for a better return doesn't necessarily put your team in a position to win.
Treliving will have his hands full when it comes to Monahan/Gaudreau/Gio/Bennett but thtere's a lot of other considerations that can be looked at first before considering the unlikely scenario of moving Bouma over a couple hundred K. Bouma's play and energy is more valuable to this team now and in the near future than another 2nd or 3rd round prospect that needs to be grown for another 3-4 years.

Factor in 8 pages of arguing about Bouma until Friday, say another 12 pages of arguing about the ruling over the weekend, another 8 pages leading up to Jooris' hearing, probably 32 in between waiting for Jooris' ruling and Byron's hearing, 16 on the weekend continuing to argue about Bouma and Jooris' ruling and arguing about Byron's ruling, and then another 8 pages after Byron's ruling to wrap the whole thing up.
