I would think they just want the debate and then the next vote will be 2 for 87 against. Every other bill the two crazy ladies from one BC have tabled haven’t made as far as this one has. It’s actually funny how hard the try not to hide the bigotry towards First Nations.

Extortion suspects have all claimed refugee status, Canada’s border agency says
The foreign nationals were identified by B.C.’s Extortion Task Force, but once the Canada Border Services Agency began investigating them, all claimed to be refugees.
As a result, deportations of the 14 suspects have been put on hold until the Immigration and Refugee Board decides whether they have legitimate cases for asylum.
“They just bought four years in Canada, with subsidized health. If they want to go to school, that’s subsidized, and if they need public assistance, that’s subsidized by the taxpayer,” he said.
All 11 were found to be in “non-compliance,” a term that generally means their student or work permits had expired, or they were not studying at the schools, or employed in the jobs, stipulated in their visas.

Surrey, B.C., is calling on Ottawa to declare a federal state of emergency over the rise of extortion, with 35 suspected incidents of the crime recorded in the city this month alone.
Surrey city council is also asking the federal government to change the Immigration and Refugee Protection Act to prevent refugee claims related to extortion-related criminal investigations.
Extortion is a rising issue in some Lower Mainland cities, including Surrey, Abbotsford and Delta, where residents in predominantly South Asian communities are receiving threats and demands for money.
Ottawa has also said its proposed Bill C-14, the Bail and Sentencing Reform Act, would crack down on extortion by making bail harder to get and toughening sentences for offences involving extortion.

Looks like this is spreading. It's been a problem in Edmonton for a few years now and this week in Calgary there have been some incidents. Maybe it's worse in Surrey but unfortunately it is not unique. Maybe that will factor into the federal response.
