I suspect this is what Trump is getting at. And if foreign oil companies paid for those right originally and then were tossed out with no compensation when nationalization occurred that is almost certainly what he is referring to.

There is some truth to this. Many of the US refineries on the Gulf Coast are geared to accept heavy oil as feedstock. The only two countries that supply this are Canada and Venezuela. Bringing Venezuelan oil back online could reduce demand for Canadian oil.

The whole fentanyl/drug running narrative was done so that America could designate the Venezuelan government a terrorist entity, to allow them to do what they're doing now unilaterally and give cover if any countries speak up.
