When we lived in Calgary, the neighbours across the street from us believed that their kids (two boys) should be raised without any constraints on their actions or behavioiur. They felt constraints like that limited their development. Their two boys were around 10, and our our son was a preschooler at the time. These two boys would bully our son really bad. I tried reasoning with both them and their parents without any effect. It got so bad that one day my son started crying the moment they came on our property. At that point I had had enough. So I went up to them and started growling and drooling and barking at them like a rabid dog. We never had any more problems with them after that.
