I don't think this way.
Many of the black or brown cardinals are uber conservative which would appeal to racists, who are traditionally conservative.
I am doubtful that the white cardinals are racist towards the black or brown ones and are far more ideologically driven than anything. They are all part of the same club.

Most of the liberals and reformers are from Europe and the Americas, while candidates from Africa and Asia tend to be more conservative and traditionalist (with the exception of Cardinal Luis Antonio Tagle from the Philippines who is probably the most left leaning).
It seems pretty clear that the Church still wants to go in the direction of modernizing and chose a Pope to reflect that.
