I can't imagine being so defensive about a 27-year old goalie with subpar stats at every level. And you're right, maybe the Flames signed a 27-year-old with subpar stats to a 775,000 two-way deal because they expect him to make the team over a guy whose making 2 million dollar and is in the last year of the deal, and who they've said they think he has more to give.
Maybe Cooley beats out Vladar, they waive the guy making 2 million dollars who they seem to believe still has some potential to make room for the guy with worse stats across the board, signed to a minimum two-way deal, and with 6 NHL games. Is it possible? I guess so.
It's a discussion point. I don't really think it's worth getting upset about, and personally i don't really think Vladar is really all that good anyway, so if you're right, then congrats, I guess?

Yeah. I see them keeping him, low probability he gets picked off waivers imo. Cooley had a good game against Edmonton. Some big saves and some puck luck. He said so himself. On another day, some of those desperation saves aren’t saves, the puck misses him.
His NHL career stats - 6 games in 1 season on an awful team
2-3-1, 4.98, .870
Vladar was 14-6-2 and 13-6-5 against mainly playoff teams the 2 years prior to last year (where he was playing through an injury requiring surgery). Markstrom was the #1 and he filled in capably
Cooley also has said himself that he has relatively little formal training. He is likeable but people need to pump the brakes, he is a project. He’s a story but he’s not beating out anyone
You would have to be flat out nuts as a GM to start with a tandem of Wolf and Cooley

Vladar and Wolf will be the 1A/1B tandem to start the season, with the former drawing the majority of the tougher assignments until the latter fully settles in.

Right now is the best time to waive a goalie, because other teams are still evaluating.

Even teams that may have been interested in Cooley, went out and found other solutions over the summer. You either have to keep him on the roster, or put him on waivers again and risk Calgary reclaiming him.
Most teams have a starter, a backup, and either a 3rd-string guy or a prospect. Boston is still missing Swayman but it sounds like they are willing to give Bussi a spot. Anaheim just lost Gibson for 3-6 weeks so maybe?
What you could see is if Cooley is waived, someone claims him to fill a short-term need, and then waives him again when that need no longer exists.

FTFY. Implying that either of them are a legit #1 is Rob Schremp level hyperbole.

Um, it's not. Calling a goalie the 1A/B goalie for a particular team is no different than calling any team's top centre their #1 centre. Yes, it is different from being labeled as a "NHL #1 goalie," but most fans are totally aware of this difference without needing it spelled out.

Thank you, to me this was also very obvious.

So, it played out exactly as predicted. Vladar and Wolf will battle it out, and Cooley will be with the Wranglers.
I would not be surprised to see Cooley get some call-ups here and there, even if everyone is healthy.
