I suspect that the Oilers will not announce their decision until the last possible minute. Right now, I guarantee you that they are trying to figure out if Draisatl will re-sign and what that number will look like. All other personnel decisions will be dependant on that.
If the Oilers announce next week that they are matching the offer sheets, with no Draisatl news, you can almost guarantee that he is on his way out of town.

Can you imagine? McDavid at 15 or 16 million. Draisaitl at 13 or 14 million. Nurse at 9.5 million. Campbell still on the books. Bouchard at 10 million (need to pay him more than nurse right?)
50 million on 4 players

There’s conspiracy theory over in HF:
A.) Oilers will trade a very low draft pick to the Sharks to reacquire Kostin (currently a RFA)
B.) Oilers will match on Broberg and immediately place him on waivers
C.) SJ is first priority for waiver pickups so they’d pick up Broberg
Essentially Broberg for Kostin and cap savings while screwing over the Blues.
I don’t know how the NHL would handle this given that it’s a plan designed to circumvent the “can’t trade an offer-sheeted player” rule.

Since a Canadian team tried it it would be punished severely I'm sure.

And then sign Kostin for $2M+. So, the Oilers will trade a pick to San Jose for Kostin, lose a 2nd round pick for matching Broberg, but then waive him and his $4.58M salary, only for the Sharks to pick up the player, then have to pay Kostin what they would have paid to retain Holloway (way better player)? That sounds like bold strategy and completely up the Oilers alley.

It would be nonsensical, but Kostin is under contract for less than what they would have to pay Holloway not much less, admittedly), and he was traded at the deadline for a 7th and Simek, so it's not like he would cost much.
Which only makes it slightly less crazy.

I didnt think you were allowed to do that?
If you match the Offer then doesnt that player have to be on your NHL roster for 1 year?

The CBA just says he can't be traded, so waivers would be valid, I guess.

Wasn't there a similar story where a player wouldn't agree to waive his NTC for a trade, so the teams traded other parts and agreed that team #2 would claim the player when waived (since he couldn't block that) but then the second team didn't actually claim the player?

If this offer sheet move is designed to screw the Oilers, why would any team pick Broberg up at 4.5 mil if Edmonton matches and then immediately put him on waivers?
Actually this hinges on if Broberg is really worth 4.5-mil per season?

I think it's just common for receiving teams to wait close to the deadline to officially match or decline. Make the other team sit on their hands for a week There could be another RFA the Blues could target as a back up plan, but they can't do that until they know if Edmonton matches. In the meantime, that player could end of coming to terms with their team. Even if the receiving team doesn't intend to match, it is at least a minor inconvenience to make them wait before knowing for sure.

I thought once a player is offer sheeted it’s between him and the two clubs and no one else? Either he is a Blue or an Oiler, and also cannot be traded under any circumstance. I mean, I guess they could waive him like you said, but wouldn’t it just be easier at that rate to accept the 2nd and the space and move on?

May be why we see 'no movement' clauses now, because that eliminates the possibility of being waived?

So is this the Oilers telling the Blues we don't want your second and will find someone else who'll give us something like a 5th with added certainty that the asset has zero upside?
