Tavares and Panarin have very large cap hits. I wouldn't pay large amounts of assets for either of them (and frankly Tavares is a cap dump).

Yes. Which is why it's generally very telling of market values of players. Since draft capital is not involved, teams pay in money.
If a team has to pay in draft capital (RFAs, Picks, Trades), they are compensated with a savings in cap.
If Jacob Markstrom were a free agent this coming offseason how much money would you pay him as a free agent on a 2 year deal? It's a simple question to gauge value.

I have seen Holtz mentioned, I have yet to see anyone actually state that NJD offered Holtz+1st. I have asked 30 times at this point, and have yet to be provided with any insider actually stating that this occurred. If anyone can provide me with this info I am happy to change my tune, but it's yet to occur
