Almost every major river in every basin has low flow warnings effecting existing TDL and term licenses. There will be a lot of licenses that will not be allowed to access water this year and potentially licensees will see their licenses canceled coming up pretty quick here.

Dumb question, but if precipitation doesn't have much to do with flows in major basins, what does?
Or have we been screwing up water usage for quite a while now like other parts of Western USA?

I think Barnes means that Calgary sees some pretty different weather compared to where the water is actually coming from. If go up the watersheds closer to the headwaters and track their precipitation, that matters more for regions as a whole than what a city gets.

Precipitation does have an effect on surface water flows but we really rely on snowpack levels which so far are really low.
I am not an expert but have been working with Alberta water data for about a year now. I don’t think we are screwing it up. Water is managed by 2 regulators here. AER for energy related licensing and AEP for everyone else. The O&G industry has been better at reporting than other activities from my experience but the irrigation districts probably have some really smart people managing water in their areas. There are a lot of experts in the field working on this here.

Hopefully with some strong snow forecasted for some parts of southern AB, we get some solid snow melt INTO the ground as opposed to an evaporation

It's probably not a terribly significant difference, but I would think a few days of quite warm weather (+ today's rain) is more effective in getting a high portion of the snowpack (local) to actually melt into the ground instead of evaporating?
I'm thinking in a typical stretch after a snowfall you might have weather from -10C to 5C...especially when the sun is out you'd see a chunk of that evaporate before it gets a chance to melt...?
