At this point, it's pretty well established that when the stick hits a face, it's a penalty whether the player is leaning down or not.
I think the only exception is if it happens on shot wind-up/follower through, or a face-off.

Kelly is fine, but I agree about Millen.
He's really good and I really appreciate that he's not afraid to call it how it is. If we're playing like garbage, say that. Don't gloss it over like Kelly.
