Not my area of law, so this is definitely #notlegaladvice, but my guess is individuals would be detained pursuant to the Mental Health Act (an amended version), and not the criminal code.

Sounds like a Hutterite Colony.
Actually, that would be an interesting idea. What if every colony in Southern Alberta offered work/housing/food to a handful of homeless people who don't have violent records and are genuinely making an effort to turn their lives around? I wonder how many people that could get off the street?

Saw a dead guy a few weeks ago downtown while working. He was completely blue and his friends had hit him with narcan a few times already. I called 911 for them and waited for the ambulance. Honestly though with how bad he looked for a late 20s guy, I think death would probably be the preferable outcome. I'm no doctor but it looked real bad and that 5-10 minutes he was down for would surely have done some serious damage, if he came back at all.
Weirdly though, I'm sad it came to that point but not upset or disturbed in seeing it.

There was a Star Trek Deep Space Nine episode in the early 90s that kind of dealt with this. I think it was even a two-parter, so it was a big deal and obviously provided more of an in-depth look at this complex, multi-faceted issue than just a single one-hour episode would have
The crew somehow got sent back in time to San Francisco in the 2020s <?> and a huge district of the city was walled off Escape From New York-style. It started out with free housing, social supports, and as I recall it began as a well-intentioned initiative to get people back on their feet, but basically became what you would call a "not so bad concentration camp." I think it even had a fluffy name like Paradise City
This guy named Graham Bell died after the ship landed on him after it was flung/sucked/blown across time (ding-dong, hello Wizard of Oz?), so Captain Sisko had to pretend to be him because Bell was an important historical figure. Then there was a riot led by Bell and *poof* all the problems of the day were solved network TV style when the rest of society were made aware of what was going on inside the concentration camp. Anyway . . .
I can't remember if there was a drug epidemic going on, but I think it's pretty safe to assume there was

While a reasonable point, the frothy-mouthed OP said "bigger" prisons, which intoned either that we don't have enough space for violent offenders (unlikely) or he wants to lock up people for vagrancy.
The US allusion was more to their propensity to lock up everyone to feed the Private Prison Industrial Complex and the politicians that benefit from it

This could make a ton of sense for the short-mid term.
The dealerships would need extra security to protect their catalytic converters. I'm sure the Merc dealership in particular will not be stoked.
Another concern I'd have is the proximity to Millennium Park...this is a broad stereotype, but I'd worry that there might be a fair number of skater kids who might be vulnerable to the influence this could bring.

Edmonton recorded highest number of violent crimes last year
Sean Tout, the force’s executive director of information management and analytics, said the trend of violence has continued so far this year. Violent crimes in Edmonton during the first quarter of 2023 were up by about six per cent compared to the same period in 2022.
“The volume of violent crime, the severity of violent crime and violence perpetrated against these victims continues to increase in the city of Edmonton at alarming rates,” Tout told a news conference Friday.
Last year, at least 15,040 violent crimes were reported in Edmonton — an increase of 16.5 per cent from 2021, the data suggests. Tout said assaults, intimidation and robbery saw the biggest jump between 2021 and 2022.
Tout said the severity of violence against victims “is equally concerning.” In 2022, there was a 25 per cent hike in violence that involved a firearm.
Edmonton police data shows that 2,880 people were arrested and released in 2017. Of those, 1,784 people, or 60 per cent, were involved in violent crimes again, including three homicides between 2017 and 2019.
After Bill C-75 was passed, at least 3,647 people were arrested and released in 2020 in Edmonton.
Of those, 2,482 people, or 68 per cent, were engaged in violent crimes again, with 26 homicides between 2020 and January 2023.
“We know we have a small number of individuals disproportionately responsible for a large number of the volume of occurrences that equates to a large resource draw in identifying these individuals and holding them to account,” said Tout.

Is it only paramedics that have access to those Naloxone kits?
Over the weekend I saw 2 of these kits open on ground in a bus shelter, maybe half a dozen needles on the ground spread all over the place.

The crazy thing is (I might be wrong, I'm not a drug expert) some of these insane new drugs are Naloxone resistant.

I'm guessing you're thinking of the tranquilizer xalazine (xylazine?), which Naloxone doesn't help with because it's not an opiate. That's the one I've read about.
