Yeah. Because he lacks size and separation speed. Those aren't issues on the PP as there is more time and space.

He's on the PP because he's really good at it.
Since RNH's rookie year 2012 until 2022 he is 36th in points/60 out of all NHL forwards.
From 2012 until 2015-16 ( The year McDavid joined the NHL), RNH was 15th in points/60 out of all NHL forwards.
The guy is good at the powerplay. I don't see anyone on the Oilers that can take time away from him this upcoming season.

According to Leavins, Duncan Keith has been offered an off-ice role with the Oilers organization. I wonder if that had any impact on his decision to retire. Seems shady.

Remember when the Oilers rushed RNH to the NHL as a scrawny 18 year old and then he injured his shoulder? Since then he's had an injury plagued career, only playing in 2 full seasons and only twice eclipsing the points per game total of his rookie season.
RNH could have been so much more if drafted by a competent organization that sent him back to junior for a year and waited for him to bulk up.

If they pay him the going rate for the job they're giving him, it's not cap circumvention. If they try to overpay him to compensate for his lost salary as a player, then it is circumvention and they'll have to lower his pay or let him go.
The league has investigated cases like this in the past, so there is precedent.

Dumb rule in my opinion. The team that acquired the contract should be on the hook for cap recapture. What's the logic behind making the previous team on the hook?

The previous team benefited by paying the player a higher salary with a lower cap hit. The purpose of the recapture is to make sure that when the contract ends, every dollar of salary paid by the signing team has been counted against the cap.

I think Flames fans are tending to overrate Kadri's two-way ability. When you look at his career numbers he is under 50% on GF and xGF at the end of a season as often as he is over 50%. He also doesn't PK very much at all which is pretty uncommon for the best defensive centers in the league. I think the fact that he is physical/pesty makes some fans give him more credit defensively than he deserves.

Kind of depends on what Kadri they are getting I suppose.
His last two seasons are 55% xGF% which is elite. If they get four years of that he's a high impact add.
His expected ga60 relative to his teammates in Colorado has been positive in all three seasons that he played in Denver. That doesn't suggest a lack of two way ability at all.

Kadri.....: 1.00 / 2.38 / 53.7%
Backlund: 0.54 / 1.75 / 53.0%
RNH......: 0.65 / 1.62 / 52.0%
Last season:
Kadri.....: 0.99 / 2.97 / 55.6%
Backlund: 0.56 / 1.63 / 59.3%
RNH......: 0.44 / 1.46 / 51.2%
Trying to compare RNH to Kadri is ridiculous, they are not in the same ballpark. RNH compares more similarly (and still poorly) to Backlund.
I would also bet that RNH's quality of competition is lower as well (playing behind McDavid and Draisaitl)

Because they benefitted from the contract being lower… why the heck would the acquiring team get punished? The entire rule is dumb, but the intent is to punish a team that had an advantage by having a player paid under “market value” due to adding extra years to the deal.
It’s a “if they retire early then you cheated and we’re fining you” rule.

The punishment should just be that contract is less desirable for another team to acquire and the team gets stuck with it. If a team acquires a player, they should be on the hook for all the possible negatives that come along with it.
