CEC rules trump over everything. It's in the literature I've already posted, you can prove me wrong there. STANDATA's are adopted practices but not above law. If a case went to the Supreme Court of Canada all STANDATAs are localized and don't represent the adopted standards of Canada.
And to be honest you don't work for my company, I can guarantee that. We actually do important work.
You're the one claiming STANDATA overrides the electrical code, you prove it.
Edit: I did a cursory search and couldn't find any examples of a STANDATA overriding the CEC

So, if replacing a lightbulb is technically not allowed, I presume that would extend to modifying a computer. Like, if you replace a video card with one that draws more power. Presumably adding an internal hard drive would run afoul. Would that extend to adding an external USB drive? Where is the limit?

When you get into this legalese type of argument no one wins. JMO but changing a bulb is using the fixture as it was intended and by no means is a repair or alteration and there's not an inspector on the planet who would say otherwise. Unless of course it's the old elbow in the ribs, 'you know this needs a permit'  kind of comment.
Under this pretense I would need a permit to change the motherboard on my furnace? Trying to think of another obtuse example.
Again JMO amateur opinion. My electrical experience is limited to rewiring three houses complete with service connections/panels etc. on homeowners permits with the help of PS Knight. Never failed an inspection.

R-1 residential. My home currently (with attached garage) takes up 34.6% of the lot.
Even if I added a gazebo/pavilion that was 20m2 I'd be at 38%.
