The two big problems with this, is in the 20th century we have already seen many problem with large alliances drawing other countries borders. Portioning a country from the outside never ends well. They would need to partition themselves along whatever natural ethnic or regional fault lines there are in the society, if any. Even then it would likely require a civil war.

Come on. There's gotta be a time where the west arbitrarily partioning a country worked, no?
They partioned Palestine arbitrarily and gave some to the displaced... oh nevermind
Well they successfully partitioned the middle east after WW1 and created Iraq and Iran and... oh right. Nevermind.
What about when the west partitioned India and Pakistan after British Rule? That worked out great? No? Oh right.
I've got one! The west put in arbitrary borders around countries in Africa and that ended the bloodshed, no? Oh, right.
Maybe we don't do it this time

Agreed, maybe regular Canadian can afford a place once all the Chinese/Russian money laundering is gone. Foreign buyers tax not quite cutting it.
