For Development Permits, Calgary Planning Commission is final approval (pending any appeals to the Subdivision & Development Appeal Board). Land uses go to Council.

The arena is item #7.1.2 - Development Permit in Beltline (Ward 8), DP2021-5558, CPC2021-1498. If you click on the item, you can access all of the related documents. There are a few new rendering documents, but most are just a lot of text. Attachments 3, 4, and 6 are the ones that will likely be of most-interest to people.
If it is approved at the Planning Commission meeting, it will move on to Council for final approval.

The chances of the planning commission not approving this is basically nil. What has been shown is what we are about to get. Congratulations to the Flames for building the most mediocre arena for the most mediocre franchise in the NHL.

I know an engineer working on this project. He isn't happy with Flames ownership at all. Says they're constantly having to change drawings and plans because ownership wants it done cheaper.

This will age a lot better than other buildings, don't think it looks mediocre at all.
(The on ice mediocrity is fair though)

This tends to cut both ways...I know at my work lots of our development teams hate when we actually try to hold them to doing the work for the initial budget they said they could do it for.

No. Go ahead, name one.
Most modern arenas are interchangeable cookie-cutter structures that squat on the landscape and contribute nothing to the skyline.
Most old arenas resembled disused aircraft hangars or oversized cow barns.
About the best you can usually hope for from the exterior of an arena is that it will be inoffensive. The important stuff is all on the inside anyway.
