More people movement in sightlines. Maybe it'll be better seats because they are a little elevated and will be on top of the ice. It's a deviation from any modern arenas I can think of.
Looks like the Prudential center upper deck will be our lower bowl.

Yeah, it looks like the steps will be integrated a little nicer than they were in Edmonton.
More like the upper bowl in New Jersey:
Or the lower bowl in Washington:
Also, this will only be about 7 steps, where Edmonton had a full flight of stairs.
When the stands are full, you probably won't even notice them.

I believe the advantage of doing it that way is it can more-easily integrate with wheelchair accessible seating.
In both the photos I posted, there are wheelchair platforms in front of the space. Also, the new building will also have wheelchair platforms in those areas.
Because the wheelchair platforms require a lot of space anyway, you can add those short staircases and provide access to the upper seats without needing more full-size access portals, which take up even more space and annoy just as many (if not more) people when someone walks in front of them.

Well, there you go. Buildings need lots of room for wheelchairs; this is definitely not something worth complaining about. Not at all.

Idealy there would be no portals and every section would be accesed from the top down which would reduce the amount of stairs required in the arena bowl. Access should be behind the scenes as much as possible.

So... people in front row of second (or third) tier walk to the top of the arena, then down to their seats? And to get out, they go back to the top of the arena, then down to the exit?

I work for the Gc. Yes they are breaking ground in December. Haven’t read much of the thread but reading few comments, ice level is to be below grade so as you walk in from the street you’ll be taking stairs down to lower bowl.

Kinda how the club level is. A concourse level with the section entrance, then you walk down to the seat. Probably doesn't work for the very top level. I just havn't seen this design in any lower bowl in any modern arena built.

In this configuration, the concourse level will be at about row 17 of the lower bowl and there will be about 10 rows behind the concourse level. The accessible seats will be at row 17. If the concourse level was at the top of the lower bowl, the accessible seats would be at row 27.
Doing it the way it's planned will put the accessible seating 10 rows closer to the ice. As far as I can tell, that would basically tie the new arena with LA and Winnipeg for the closest accessible seats to ice level.
Essentially, the lower bowl in the new arena will look similar to Winnipeg and LA:
Winnipeg (spoiler for size)

But neither of those examples have the sideways stairs. The extra width of the row where you enter the lower bowl seems unnecessary. You don’t have wheelchair accessible seating circling the entire arena in the Winnipeg and LA examples. They seem to have distinct spaces.

It looks like this will be going in front of the Calgary Planning Commission on Thursday. The meeting starts at 1:00pm, but there are a few items on the agenda ahead of it.

The arena is item #7.1.2 - Development Permit in Beltline (Ward 8), DP2021-5558, CPC2021-1498. If you click on the item, you can access all of the related documents. There are a few new rendering documents, but most are just a lot of text. Attachments 3, 4, and 6 are the ones that will likely be of most-interest to people.
If it is approved at the Planning Commission meeting, it will move on to Council for final approval.

Looking outside the NHL, I was able to find a couple of NBA arenas that have a similar split-lower bowl design as what is being proposed for the new arena.
