If I had a guess, since the kids face is already all over the internet, there isnt much concern about protecting his identity anymore. Though CFCN made sure you couldnt even see the orange of his shirt.

Actually as far as driving goes its probably better he's 17, since he probably still has a probabtionary licence which I believe has 7 demerits instead of 15. So that little stunt probably cost him all his demerits, which will cause his licence to get revoked.
At least that's how it operated when I was 16-17. It may have changed now.
