There are far more players and actions going on in a single football play than an NHL game. Football has more rules and is much more complex. Hockey is pretty easy to official compared to football. It's why CFL officiating is by far the worst in professional sports as they don't have the money to set up competent officiating.
I think there are two differences in the NFL.
NFL has more structure -- multiple refs all have very specific things they are looking for on the field. And the play is very structured from whistle to whistle. IMO the NHL is more hectic.
It's a start and stop sport - easier to be focused when you only have to focus for 30 seconds before a break.
Also I'd argue that most of the time the NFL and NBA are just as poorly refed as the NHL, so not sure why they are being used as comparisons.

The issue is that on any given play in the NFL, there is at least 1 hold and some illegal contact. Ref's just give penalties when it is too blatant not to call.

Is this really news from the perspective of this being shocking? The surprise is the guy was caught but it’s something that was more or less known. Tim Donoughy year ago outlined how the system in the NBA was rigged from the league indirectly/directly by the league having pregame calls with the refs to outline things to look for from particular players and teams. If the refs didn’t make those calls they wouldn’t get the playoff contracts and their evaluations would be affected. Everyone calls on line. I’m not against Bettman in any way but he cut his teeth in the NBA. What makes us think the same business practices haven’t been adopted? It may not be for the refs benefit, but rather to keep games entertaining and not so predictable by giving the crappy teams a fighting chance. I think that sucks and we see it happens.
What I would love to see are chi squared statistics on refs to see how they handle particular teams compared to the population of refs for those same teams. I’m sure you’d see some significant bias. And the data is probably out there.

The team that gets the even up call against them rarely even complains because they know why the penalty was called. Even if it’s barely an infraction. Nothing to see here and the ref involved should be in as much trouble as he is.

1. Did the ball hit the bat at all?
2. If not, did the ball hit the player's leg in line with the wickets (the three sticks)
And this is cricket, the most antiquated/traditional sport that plays for 5 days and makes everyone wear white.

My point is that it happens at all levels. And you see it all the time in the NHL. It’s not even upsetting when it happens because you know why. But someone influencing the game isn’t cool. Keeping it fair or even due to human error is different.
I have been watching the NHL since 1965. Referees have been practicing "game management" for as long as I can remember. There is no other excuse for the way that the rules were applied, especially, in close games, where nothing was called in the 3rd period or OT. I forget which linesman, retiring after a long career, was asked why he didn't progress to Referee, in that career. His answer was telling: "I see all incidents in the games as black and white.", meaning that he was inflexible in applying rules, rather than managing game flow.
Now, Peel, has been a lowly regarded Ref, by many fans, for years, but, it wasn't horribly inconsistent performance that gave them the excuse to terminate, it was his telling the truth on how NHL referees seem to operate.
Exactly right. Being terrible isn't a problem. Being caught for a bad look... fired.
I always liked Peel, he's getting a short end on this in my opinion. They fired one of the better refs to create the illusion the NHL isnt complicit in game management, its nonsense.
