Not in this case.
Hall can tell his family he's considering the Avalanche, sure, could even tell family that he's only considering the Avalanche. But the two parties can't have any contract talks without the Coyotes express permission without it being tampering.

Was tampering even a thing prior to the 1 week window where they were allowed to talk? As in did the league care as long as it was in secret?
Guys were signing multi-year contracts minutes into free agency.

Leafs got fined for Ron Wilson talking about the Sedins on the radio.
Canucks got fined for expressing interest in UFAs like Stamkos and Lucic.
But yes, those were all public. I assume there's a lot of behind-the-scenes things that happen that are much harder to enforce and punish for.

Lets be realistic. Even with the tampering rules, there are various degrees of tampering in the NHL before free agency. The issue is unless there is concrete proof of said tampering the NHL doesn't punish anyone for it.
I am just saying that when a team gives another team permission to talk to a high profile player like Hall, it is a pretty significant news item that will most likely get leaked to a mainstream insider.

I think Hall would be exceptionally dumb to take a short-term deal now, of all times. It could really backfire for him.

Going way back, when UFA was different, the Blues got a pretty hefty fine for tampering with Stevens as well as being forced to surrender a first rounder to the Devils, and the Devils got the chance to swap a different first round picks with the Blues. It took four years to investigate though.

If he doesn't sign with ARZ, he can't get an 8th year anywhere, even if a team does trade for his rights.
