It's imperfect since drafts vary, but it's just an idea of how draft picks have been valued in the past.

Still going to take 4 years for either a 19th picked or 31st pick to play in the NHL. If you can add a few more picks while getting the same kind of player I'm all for that. This draft I don't see much difference in talent from 19th - 24th to be disappointed in moving back a few spots

I think it's a function of how likely the picks are to playing 100 games or something.
I've seen similar metrics anyway
