It sounds like he has the best relationship with Rice from his time in the administration with her. I have no idea if she would be good on the campaign trail or not.
There is no world where Harris is a good choice, unless you can go back in time and reverse her massive hypocrisy and enabling of the issues that the US has been protesting for the last 70 days. Why would she even be considered.

May have “slept around” to get to certain positions, has a questionable record on criminal justice, and—who can forget—holds the same position on an issue that she attacks her opponents’ for holding.
This election is going to suck. I can’t vote for Trump, but Biden is making is very difficult for me to vote against Trump too.

Even if Ivanka Trump was his VP pick you'd still be better off voting for Biden.

Policy advantage? Criminal justice reform and oversight of law enforcement? Seems pretty import considering the current state of things.
I know the DA who followed in Harris' steps and he has said nothing but good things about her. She will be a good VP and possibly our first female president.
