			Burke saying right now his attorneys likely drafted it this way because they have other issues yet.  I don't think you can fault Peters for following the advice of his lawyers.

Another aspect is that his job entirely relies on buy-in from others. He has most likely entirely lost the room, and won’t be able to do his job effectively. Personally, he lost a lot of my respect a few days ago, and this letter release has also lost more of my respect. I was actually quite hopeful about him starting this season.
 
As others have mentioned, there are other layers as well. This apology is a veiled ‘self defence’ as he tries to explain his version of events, emphasize the length of time ago since it happened, etc.

			Bob McKenzie  @TSNBobMcKenziePeters is back in CGY. The Flames are on their way home from BUF. It would appear lawyers are continuing to do lawyerly things. There could be some form of closure by tomorrow but that’s not absolutely guaranteed just yet.

It's because he doesn't expect the organization will represent his position publicly the way he wants.
 
So he is getting his position out there himself so as to not be railroaded.

			Nothing endearing in that letter. The “a decade ago” used in the first sentence sets the tone as being about absolving himself rather than making amends.

I think the difference here is if the information came out that he did what he did, and indeed apologized immediately for it, this likely goes a different way. 
If you cant hold yourself accountable until you get caught, then is the apology as meaningful?
