Again, how is a contract between a player and the NHL of any concern to the IOC or the IIHF?

For the same reason the NHL honours KHL contracts. You can't just allow a player that has a legally binding contract to play for another organization. The IIHF has always honoured suspensions in pro leagues when it comes to the participation in the Olympics for this very reason. Lets say the IIHF comes out next week and says players that want to come can come. The NHL simply gets a judge to rule that they can't, they have signed a contract to play in the NHL during that period. They won't be eligible to play as that is breach of contract.
