You don't even read your own links. That report states that from 2010-2012 combined, Planned Parenthood Federation of America received $342 million, and that the number went down each year (126 to 112 to 105). That's not $500 million a year.
Which is unfortunate, because if you had read the report, you'd have come across this table which would have answered the earlier question about "what Planned Parenthood actually does".
The quote in your post, which is unattributed, seems to come from an article on teaparty.org. I, for one, am shocked.

That's not what the report you linked said. It says:
