It is a bit of all the reasons. There is a limitation on how many athletes can compete from one country, so many of the top athletes that get shut out from representing their own country (sprinters from Jamaica, long distance runners from Ethiopia,Kenya, badminton or table tennis players from East Asia, swimmers from USA) end up competing for countries that will fund their training and provide them the best opportunity to succeed
There are also athletes who move away from countries with unstable political situations (Somalia) or oppressive regimes (North Korea)
It also at times becomes a factor of opportunities after their athletic careers are over. Many athletes move to richer or more developed countries to pursue both their athletic and academic dreams.
