Clara Hughes was on the news talking about this.
She said it is all because of depth of field. Since so few countries take their female athletic seriously and have very low participation rates, women's sports tend to have very little top end competition.
In the men's fields there is so much competition it can be nearly impossible (her exact words iirc) to medal regardless of money or training.
Canada has excellent participation for women and our general levels of equality means our women tend to do better than our men.
