They aren't going to fire her for filing a complaint about a policy implemented that likely wasn't signed off on by HR.
It's not even a company wide policy.

Unreal. I certainly wouldn't be worried about her getting fired, that's pretty much the dumbest thing I've ever heard. I mean, aside from #1&2, what if she's on her period and need to take care of business? Would her manager have a problem with that? Like others have said, I would completely ignore it and absolutely file a complaint with HR.

As per the OH&S Code from 2009 (I think this is the most recent, it is the one I have that I bought in October)
Part 24 (Toilets and Washing Facilities)
section 354 (Restrictions by employer) reads

Being sneaky about it seems like bad idea. Just have her outright ask the manager to document the new rule in writing. If he does, bring it to HR. If he doesn't, then it's bull####.

Secret recording could easily be misinterpreted, that's not my voice etc.
If you wanted to prove for sure, personally, I would suggest an email asking a question black and white (in a seemingly innocent manner) requesting a yes or no answer to acknowledge if the rule is real.

Plus you only need 1 party consent to record someone. I've spoken with the police about this matter and they said it is perfectly legal to records someones voice without their consent.
