Let's say Hiller returns in the next week or two - Does Ramo have to pass through waivers again if they send him down? I wonder if they try and sneak Ortio down instead?

Ramo doesn't have to clear again until he's played 10 games or 30 days have passed. The 10 mark should pass by mid-to-late November.
