You dont become a world class city by doing the bare bones. Its also not about trying to glamorize the city with fancy new facilities. If we want to be a world class city we have to attract the world's best people to live here. Plain and simple. If we ever want to un-hinge Calgary's dependence on the Oil & Gas industry and expand into other markets, we need the worlds most talented people. Why would these indemand people come to a city that doesn't offer the same level of living as the cities we will be competing with.

I like stadiums where only the spectators are covered but the pitch isn't. Given Calgary's climate, I would at least prefer a retractable roof though instead of an open air stadium. Completely closed is not my cup of tea.

There's three more this year before October 10 which should all be nice.  More realistically there will be two or three games a year which won't be nice, INCLUDING playoffs.

I have had season tix to Stamps (and Flames) for 14 years now.  Weather is usually fine from June to October.  November is usually freezing.
 
It's a lot more to do with atmosphere.  If you've been to SkyDome when closed, the O in Montreal or old BC Place then you know the atmosphere sucks. It won't take long before we regret that part of it.

Just a quick Google search shows that even the mighty NFL only currently has 4 stadiums with retractable roofs and apparently 66% of the games in those stadiums are with the roof closed (because it is to hot but same would go for to cold here) 
 
Economically it doesn't make sense to have a retractable roof and therefore you go back to my original point
