I think the 4 year window is what makes up for a few players deciding to go the UFA route.
This gives NHL teams 3 years to sign said NCAA player without having to worry about him leaving. That's a big advantage over having to make a decision on a junior player in two years or less.
If after 3 seasons a prospect still hasn't signed, the parent club could always trade him rather than wait to see what he does after his fourth season.

Why can't they become RFAs instead of UFAs?

Might make a difference if you moved the signing deadline to Oct 1 or something like that.....kid would have to think long and hard before missing a training camp.
Not to say they haven't thought long and hard about it but would give a team a little more time.

How serious are teams about Mike Reilly? Chicago's Stan Bowman and Tampa's Steve Yzerman both flew to Buffalo to talk to him personally

Conroy on 960 not confirming that they did or didn't, but it sounds like the Flames tried to make a pitch but seems Reilly camp wasn't interested.

Ah, so nice that the one of the two teams in the Stanley Cup Finals have a legit shot at strengthening their D prospect pools by signing a guy who was drafted by a non playoff team.

Once again, Calgary is not on a list of acceptable destinations for a good UFA. Even Edmonton is on his list but not Calgary. What is it?

Because they look at what Schultz was able to get from the Oil in terms of money and playing time. Edmonton's the best place for UFA prospects to cash in big time, regardless of play. I'm guessing they're not scrambling over themselves to sign in Edmonton because of lifestyle or winning culture. Well, unless they're all about the T-birds and sweatpants I guess.

Everything changed when the Oilers won the lottery and hired new management. Like it or not, they are now one of the most prestigious organizations in the NHL, and the Flames are not.

"Once again"? Does this happen with repeated regularity? When it comes to negotiating with college UFAs it seems to me that the Flames are in just as many of these conversations with players as they are not. I don't think they are viewed any differently from most NHL teams apart from the few high attraction destinations Chicago, LA, NY, and perhaps Pittsburgh and Minnesota.

He's using the Oilers for negotiating leverage. No way he signs there.

I am kind of surprised that the Flames wouldn't be in the list considering the Oilers are. Calgary is a young team that just went to the second round of the playoffs lead by young players. The team is also in need of defense so we would be a good fit. Maybe because the slogan is "always earned, never given"

We have a ingrained top 5 and about 8 guys competing for that 6/7 spot and already signed one of the college UFAs. And the potential So lots of competition.
Compare that with Chicago who's 5/6 won't be resigned next year and a limited defensive prospect base and no cash to go out and get a UFA defensemen.
Or in Edmonton they have a whole bunch of 5/6/7s who will play at 1/2/3 opening up a ton of room for young guys though nurse will probably be dropped in.
So although Calgary doesn't have any blue chip defensive prospects we have a lot of guys competing for those spots.
