Yeah, in terms of actual draft pedigree I think Rafikov could be a legit player, the Russian factor is what keeps the potential hype down. I think Carroll is a long shot at best,a guy who was eventually picked in a draft that had a lot of NHL teams going with overaged players after not liking the depth in later rounds. Though if you like him and think he'll be a player who am I to keep harping on it, that would be super lame of me.

I'm not sure how the "no transfer agreement" works but in the last CBA they extended the exclusive rights for Euro players to 4 years after the draft. So yeah, we don't need to sign him this year either way. This was done so the Euro leagues could retain players until they were ready to play in the NHL.

Re the "no transfer agreement" rule per the CBA:

This Letter Agreement is a supplement to the Collective Bargaining
Agreement ("CBA"), dated as of July 22, 2005, is incorporated therein and sets forth our agreement relating to the NHL's efforts to secure a new Player Transfer Agreement with the International Ice Hockey Federation ("IIHF").

1. The parties agree that the NHL's agreement to eliminate "defected
status" for European draftees is necessarily and expressly contingent on its ability to negotiate a satisfactory IIHF Player Transfer Agreement, which is substantially consistent with the terms of past Agreements. In the event the NHL is unable to negotiate a satisfactory successor IIHF Agreement or make other comparable arrangements to allow NHL Clubs the opportunity to sign European players, the changes to "defected status" contemplated in Articles 8 and 10 of the CBA will automatically be tolled, and the parties will consult regarding whether corresponding and resulting changes to the CBA should be made.
Now while this was part of the 2005 CBA, pages 497 and 498 of the 2013 CBA says this letter will be part of the 2013 CBA.

There is no transfer agreement between Russia and the NHL, therefore by the above if that prevents the Flames from signing Rafikov, all things about the draft (Article 8) including the provision about the number of years they have to sign a draft pick will be tolled.


It is the same rule that allowed the Blues and Capitals keep the rights to Tarasenko and Kuznetsov respectively past the two years that the 2005 CBA said they had to sign them.

It's going to be two years until Rafikov comes to NA. I just read he full Sun article and he's going to want a full yer with Lokomotiv. Seems pretty important to him to do that.

Respectable things like that should be seen through.

I actually don't have a problem with him continuing to play in the KHL. Defenceman take longer to develop than forwards and he is getting really good experience playing with grown adults. Ideally he will have at least one season back and forth between the big club and the baby flames to get used to the NA game.

According to Treliving this isn't a bad thing. The Flames have enough defenseman prospects to fill out an AHL line-up. They don't need Rafikov cluttering up the AHL blue line if he can develop elsewhere.

Talent level in KHL is arguably better than the AHL so if he can develop there for free without taking a spot from someone else, why not? I remember reading that the Flames like his KHL coach too.

Agreed. And his KHL coach used to coach the Flames, apparentely he's a great development coach. I like the idea of him playing in the KHL for a year or two, there's no rush especially in a d-man.
