I was hunting last year and my dad insisted all of the electric fences weren't hooked up. Then I stopped to take a leak by a post, looked down, and realized my stream was inbetween 2 wires... I had heard that they were turned off, but I was cussing myself for still gambling. So I cut the stream off quick and turned when I was done, no electrocution thankfully.
The same day we are driving and get to a gate, I hop out to undo the wire part and get zapped! Glad it wasn't the one I was peeing on.
In this case, I have heard that when the fence is angled outwards, it is difficult to scale as you need to be flexible. Wearing cheap jeans is highly recommended, and while it can be done with a jacket, there is usually a cost....ripped jeans and cuts.
Getting out of the fenced in area is easier, or so I have heard.

Barbed wire generally isn't too tough for the average Joe to get around. Razor wire can be.
Used to work on the grounds for the Stampede, and one of the jobs I would get assigned is to fix the fence over by the river/bridge, where folks would always try to cut through or jump over the fence to get onto the grounds for free.
We'd always find bits of cloth stuck on the barbs whenever we'd turn up to fix the fence again.
