The team that loses the player has first rights to reclaim the player then it goes by standings.
Not exactly. If a player is claimed off waivers, then the claiming team later puts him on waivers, he still has to clear normal waivers and the waiver priority is the same as it would be for any other waived player.
The only benefit the original team has is if they are the only team who puts in a claim when the player is waived a second (or third, or fourth, etc) time. If the original team is the only team to make a claim on the player, they are able to send him to the AHL without putting him on waivers again.

Damn, I was really hoping for Cundari to make it this year.
He has some very poor defensive decision making and was quite a liability out there in his last preseason game here. I think that this year is the end of the road for him in the Flames org.

Sorry dude, you either did not watch his games or have unreliable sources. He had one period where some of his play was questionable. The rest of his time was solid. Word out camp this morning was that he was just fine but the farm is where they need him to be right now. It was supposed to be the end of the road for him last year, do you not remember? Time to change your crystal ball!!

I think it is still too early for the Flames to claim anyone. The best prospects are still in camp, and I much rather have the 4th pick instead of the 29th pick when it comes to waivers.

NHL waivers don't work like this. If you claim a player off waivers you don't lose your position or go to the bottom of the list for waiver priority.
Until November waiver priority is based on reverse league standings of the previous year, then it is based on current reverse league standings for the rest of the season.

My mistake then! For some reason I was sure it was in use to prevent a low seed team of claiming everyone(up to 50 contracts) and then just waiving them again.

I was there at the Vancouver game, and I counted 17 very poor decisions in the first two periods and I wasn't singling him out for scorn. The only time I noticed him was because of a really bad error. He just kept turning the puck over, not making passes when he should have and was basically a mess.
Of all the D-men I've watched over the past week and a bit, he has been at the very bottom and that includes guys like Gedig and the walkons.
He and Hanowski are the two players that have been the biggest disappointments this camp because they should be a lot better than they have been if they want to make the NHL on more than a injury fill in guy type role.
Realistically, both he and Hanowski should have been among the best prospect D-men and forwards because of their age and experience relative to the rest like Ramage was, and they were not.
Things can change, but the clock is ticking....
