Hmm...

Wouldn't a bad PK goalie bring down the number of shots allowed just by ending the penalties quickly?

All the stats were done on a per minute (or 60) basis so allowing a goal reduces the amount of PK time as well as the shots against. If anything, poor goaltending leading to more rebounds would make the PK team look worse.

I believe they used shots allowed per 60 minutes of PP time played.

If a goal was scored on the first shot of the PP within 5 seconds of the start of the penalty, that would be 1 shot in 5 seconds of play, not 1 shot in 2 minutes of PP time.
