Errrr....not quite.
Brake fluid is hydroscopic, and degrades over time as it pulls in moisture. My car's manufacturer (Honda) [and I'm sure other car manufacturers as well] recommends changing/flushing the brake fluid at certain intervals (time or mileage based). To not do so isn't particularly wise, in my view.

give them one warning only. Same thing happened to me, left a note. They parked there again two days later. Had them towed. Watched the guy chase the tow truck down the street.

I stupidly parked downtown a decade and a half ago around 3pm and came back to no vehicle. I panicked for about 30 seconds and then read the fine print on the parking sign.

If it's a Honda, it was probably stolen. If it's not, it was probably towed.

I would assume that when you try to file a police report and they run the plate it would show it was towed.

When my car was stolen I called 911. The first thing they did was checked the impound records.
I remember because the car was stolen from the 39th ave LRT station. At that point I was hoping it was impounded- better than being stolen and I was walking distance from the impound lot.

Don't the two systems "talk" to each other?
If the vehicle is towed it will end up in Manchester, and if it is stolen and recovered it will end up in Manchester. If the Police tow a vehicle from a check stop it goes to Manchester.

Nope.
Also if your vehicle is "taken" (be it stolen or towed) before you call ANYONE...make sure you have your plate number. Speeds every process up quite a bit. When you are asked your plate and your answer is "Um...uh...well...should be around here somewhere...I think...um...."

Because if the police don't have a way of checking if a car was towend and not stolen and they open up a case file every time that seems like a lot of paperwork to do to close out the file when the person finds it was towed.
Checking the Impoound database makes a lot of sense before entering it as a stolen vehicle.
