I think one way for some of these constantly hard-hit communities to better manage the snow issue is for their Community Associations to hire/buy their own snowplow truck to supplement the city's own system. This way they would be able to get to all their little streets and cul-de-sacs the city would never get to.
They would of course have to pay some sort of additional community-tax, but hey, user-pay. If you want more service, it's not going to be free.

You're missing the point. It would be damn convenient to just give a phone number and not have to carry a card, and maybe lose it. It's not laziness.

It is kind of nice to not have a million different cards in your wallet.
Being able to give a phone number for the points/savings is just convenient for your customer.

Not quite sure who would have a "million" cards in their wallet. I have debit, several credit cards, ama, air miles, reward cards for Safeway and Save On as well as several other cards and they all fit just fine in my wallet.

Any card that does little more than store a single string of simple data (EG: a number) has no place in your wallet. Save the number to your phone/brain and ditch the plastic.
The only cards you "need" to carry these days, ID, Debit, Credit, Office/Home Key Cards. Anything else can be replaced by simply storing the number on your phone.

My understanding is that under the current laws that's illegal. Condos can get away with it because the streets that are getting plowed are private property.
I think that changing the law specifically for community associations is a good idea though, since I think they already have special privileges in terms of managing public property.

Reaper, there's an app called Qoumai that you can scan (or type) all your loyalty cards into and most are scalable at the checkout, and if not then the clerk can just manually type the number in. I imagine there are others similar - for some reason 'keyring' comes to mind.

Well if you're cold, you can put a sweater on or use a space heater. If you're hot there is absolutely nothing you can do to cool down. I feel for the guy as I'm always way hotter than anybody else wherever I go. I mean that two ways.
