I just hope that the stadium piece is somewhat flexible. Something where they can effectively close off an upper deck (say for something like MLS), but big enough for large crowds as well. I know its a pipe dream, but big enough for the NFL/MLB would be awesome...just because you never know I guess!

I'm not aware of any big projects on the west side of town that would provide a CRL the critical mass to be successful.

The deadline for Olympic committees to submit intents to bid to the IOC is mid-November, BTW.

If the CRL is working properly, the projects that would pay back the loan would not exist prior to the infrastructure improvements, but would exist after.

The lack of major projects in the West Village is actually what makes a CRL appropriate for the area, as the baseline case is quite clearly not very good, and thus creates a bigger potential baseline-improved differential that could be borrowed against.

For 40 years, from the mid 1920s through the mid 1960s, there was a wood treatment plant on the edge of the Bow River west of downtown (currently where Renfrew Chrysler and GSL Chev-City are). During that time, chemicals used in the treatment seeped into the soil, contaminating the land.

I would expect something like Investors Group Field in Winnipeg with seating for 35-40K with room for expansion for larger events like ceremonies, Grey Cups, etc. The suites are one of the biggest drivers for this as that's where the Flames/Stamps are missing out on a lot of money with McMahon.

JMO the ownership will not invest in a new Stamps stadium in my lifetime they seem very content milking that run down McMahon until it is completely unusable.
They won't invest in a new CFL stadium like almost every other team until the Stamps fans make a statement not to renew ST unless plans are being made.
The owners pay attention to their pocket books and as long as the fans keep coming ownership could care less if McMahon is eroding.
As for the Flames i regardless of KKings comments over the years that a new arena is in the works every year year after year. Edwards will not have a new arena built until the lease is close to up probably 2 years prior.
When is the lease up?
Other cities in the CFL and the NHL don't need the buildings to be falling apart and be outdated to build new facilities yet one the wealthiest cities in North America are reluctant.

To answer the one question I could understand out of that mess of a post: I believe the Flames' lease is up after this year. Perhaps next. It was a 20-year agreement out of the last renovation in 1994. Obviously they will be negotiating an extension at this point.
