I was in the A loop which is unserviced. The community taps however, were working. I didn't need to dump anything, but I am pretty sure I saw a few trailers using it.

The puzzles never end! My battery is dead. Checked with a multimeter and it reads at 1.29v so its shot. (Was charged last weekend). So what I'm wondering is with a dead battery, should I still have power plugged in to a tow vehicle? I don't.
I guess what I'm trying to figure out is whether the issue is the battery alone, or I have a DC power issue elsewhere and the battery is also dead. AC is totally fine, by the way.

Being hooked up to your tow vehicle only provides a very light trickle charge, you would not be able to have power via your tow vehicle's battery.

Slava- the tow vehicle will provide about 2 amps of power; which should be enough to register on a meter. However I know my truck has to be running to send power. Otherwise if you leave your trailer hooked to your truck you could kill both batteries.
For troubleshooting you could use a car battery. But don't use it long term; car batteries are designed to provide a LOT of power quickly to start a car, not slow release like a deep cycle battery.

OK, its probably just a dead battery then. I just figured that plugged in to a running tow vehicle I would at least have lights, but I've got nothing.

I had my trailer plugged into my truck for a couple of days during the CPSW tourney a few weeks back.
My battery was shot and I need some juice to keep the fridge going. (electronics on a propane fridge)
Also ran some lights. Didn't seem to affect my truck battery at all.
