			Nenshi just announced the blue cart recycling program will be suspended until further notice. I could have missed it, but why has it been suspended? Was the facility damaged? Manpower issue?

Some of the stuff is just currently stored.  The market fall of 2008 put a dent into the market for some of the stuff.
 
Styrofoam is recyclable, but the city has never accepted it in the blue bins, as there is even less of a market for that.
 
The city does try to find uses for some of the materials.  For example, they are using broken glass as aggregate in asphalt paving.

			Since they've put concrete jersey barriers to block off Heritage Drive under Glenmore, does this mean more intensive repairs will finally happen to Heritage, or is it just for all those trucks dumping gravel at the park site right now? Its not like the city will have massive costs incurred as a result of the flood or anything, nor will we end up paying for those costs at the end of the day anyways.

I was also surprised that the Heritage-Glenmore underpass was still closed today as they have been working on it since at least Friday, but today I got a closer look and it appears that some of the pavement is broken just before the Burnco exit.
