I didn't get far enough in the game yesterday to start a Great Works project with my region-mates, but I would assume there is a vote on exactly what project gets built.
According to the SimCity wikia, they are not modifiable, and work like a Wonder in Civ, by granting bonuses to the regions cities.

Has Maxis/EA released any online manual or anything that shows the different options for water, schools, universities etc?
Or is going to be more of a a learn as you go game?

I would assume there would be a manual at time of release. They had to of shipped a manual with the hard copy discs so an online version will likely be available.

One of the Developers basically said it wasn't legit (or not finished, whichever you prefer).

So someone, probably Nehkara, mentioned that we'd be able to pre-download SimCity sometime this weekend. Is that still the case?

I almost assume if you're downloaded the beta (and still have it installed), that counts as a partial pre-download. I assume this because every beta since beta 1, I've only needed to download ~200MB of files, the rest of the "install" was just the program moving Beta 1 to a Beta 2 folder , and then moving Beta 2 to Beta 3.

This was originally thought to be the case. Now, it is looking like there may not be a pre-load.
However, the game launches at 10 PM Mountain Time on Monday Night for those people who pre-ordered a digital copy!

Since the physical and digital copies were both the same price, I ordered the actual disc. Now I'm starting to regret that as my card still shows the charge as pending and the garbage that is Origin doesn't even show it in my order history. I had hopes of it arriving in the mail on Tuesday...

Depending on when you pre-ordered, typically physical copies of Origin/EA games show up the day before release, I got Dragon Age:Origins, DAII, ME2 and ME3 all the day before of their respective release dates.
