The interesting question, from my perspective, is whether it matters that the council resolution was ultra vires? Conflict of interest is about conduct, and Ford clearly was not aware that the resolution was ultra vires (indeed, if he did, why would he bother voting on it?), so his conduct was still a violation? Or is the whole thing rendered moot?

I don't know. Just musing out loud really.

The practice, which formed part of a court case that almost cost the mayor his job, came under fire back in 2010, when then-city councillor Rob Ford sought and obtained donations to his charity from lobbyists under his official letterhead.

I love Rob Ford. Most entertaining politician we've had in Canada in a long time. Oh sure he's beyond a disaster, but train wrecks are fun to watch.

I love that so many people hate him that they want to try to pull him down.

Anyone who instead of trying to play nice with people that hate them, just instead sticks up the middle finger and waves it at them is ok in my books.

I wonder if instead of funding this started a foundation to fund teams at other schools struggling to field football teams which must be a really dirty subject in Toronto because its trying to fund such a violent neanderthal sport that discriminates against women.

What he should do is start an LGBT foundation and then see what the media and councillors in Toronto say. I would even donate 10$ just to see if the Toronto Star self imploded.

Regardless of the foundation, I don't think it's appropriate to send it with official city documents on the city letterhead to constituents. It is hard to have a problem with his cause though.
